Willard Richie was the system administrator of the Citadel Station. His office was at the Engineering Level.

In mid-October he attempted to override SHODAN's control of the systems as it as he used the local CPU clusters to rotate the code. He wished that the Resistance could shut them down on all levels and find out what code digits they really need. The situation was so desperate that the resistance concentrated just to defend themselves.
