System Shock 3 was formerly announced through a teaser site on December 8th, 2015, displaying a 5 days countdown. Each day, letters appeared to form the phrase "she's back" and the number 3. Various messages by SHODAN were left at the user, referring to him as hacker, forming a long message:
While Night Dive Studios still owns the rights to the System Shock franchise and are in the process of making a remake of System Shock, System Shock 3 will be developed by OtherSide Entertainment, a studio formed of ex-Looking Glass Studios and Irrational Games developers who worked on one or both games of the System Shock series. Among them are Looking Glass' founder and ex-creative director Paul Neurath, and ex-Irrational Games concept artists Robb Waters and Nate Wells. SHODAN will return in the game, with her original voice actress, Terri Brosius, providing dialogue.
According to Otherside Entertainment's Warren Spector, the game will pick up where System Shock 2 left off, with SHODAN surviving by downloading her consciousness into Rebecca Siddons (the post-credits scene depicting that this happened will be considered fully canon).
A few other surviving characters from the first two games will appear, particularly Rebecca Lansing (the Earth-stationed counter-terrorism agent who guided the Hacker through e-mail transmissions in the first game), as well as the return of the two prior protagonists, the Hacker and Soldier G65434-2.
Spector also said that the story will delve into the background of Edward Diego.
Spector said that a major focus of the story will be on SHODAN's motivations:
- "In System Shock 3 I want to explore Shodan's motivations. In the first two games her plan was to destroy humanity because, with the removal of her ethical constraints by the hacker in the first game, she's going insane. But we never explained why she wants to destroy humanity. So we're going to be exploring the idea of a super intelligence and what would motivate a super intelligent AI."
