The Hays-Bishop bill passed in 2031. It legitimized corporate entities to form governments if their employee population represented more than 2/3 of a designated region.
With this bill, the golden era of the corporations began: Lobbyists increased the size of these regions leading to entire states being subsumed under Hays-Bishop.
By 2059 only token traditional governments remained in the west.
